    From Dockside to Destination: The Biloxi Casino Story

    Mississippi legalized casino gaming in 1990 under a unique 'dockside' law requiring all casinos to float on the water — a nod to the state's riverboat gaming heritage. For 15 years, the Gulf Coast developed a thriving strip of floating casino barges anchored along US-90's beachfront, drawing millions of visitors annually from across the South.

    Then came Hurricane Katrina.

    On August 29, 2005, the most destructive hurricane in American history made landfall near the Mississippi-Louisiana border. The storm surge reached 30 feet along the Biloxi coast, destroying or severely damaging virtually every casino on the Gulf Coast. Rather than abandon the market, Mississippi's legislature changed the dockside law to allow land-based casino construction within 800 feet of the water. The casinos that rebuilt — and they all rebuilt — came back larger, stronger, and more resort-focused than anything that had stood before.

    The modern Biloxi casino strip is the product of that rebuild: Beau Rivage expanded and reopened in 2006, Hard Rock Biloxi opened in 2007, and Harrah's Gulf Coast rose on the site of the destroyed Grand Casino Biloxi. What Katrina destroyed, the Gulf Coast rebuilt better.
